What you asked has to do with tax policy. Not something you are going to find in the tax code. Tax policy is geared towards legislative rule making or passing law. If you desire a change in policy, a very difficult task indeed, you need to write to your legislators in the particular government you are targeting...ie. federal , state or local. I am sure there are organizations out there attempting to do what you are interested in and you may want to find one who is working towards such which you can get involved with. I do believe that unless we all get more involved in government, change will not happen ...but it requries tenacity, patience, dedication, stick-to-itiveness and typically takes a long time to change thinking which is what you are really suggesting you aer trying to achieve.

The Tax Code would not help you in your endeavor. However, there is often legislatibe history that accompanies former tax code changes or bills that were considered. In that you can find the policy behind certain decision making which may help you understand how they think, probably somewhat needed to be able to bring about change...ie. you need to know how legislators think, act and react. This (the legislative history) is not always easy to find and typically you need to pay money to research services to get to it.

I know this does not give you anything firm to chew on, but as the question is not about the tax code itself, it is more "warm and fuzzy" as I stated it is policy, not law. When I said I knew how to do it and that asking me was misplaced and suggested to contact your legislators, I was not being a "smart ass"....but simply that is how you need to go about these types of changes.
