Here is an article on the issue. The Dems simply wanted to give states the option to dole out money to this special interest group who happens to be Democrat and do Democrats work. They watned to give the states :

This organization commits voter fraud every election. It is their specialty. They are a poltiical activist/voter registration/voter fraud organization. Fraud is a practiced pattern. I cannot believe anyone would subsidize them thereby both sanctions and helps voter fraud.

They are out there doing the same things rigth now all across the country.

These things are not isolated incidents. Recently some boardies complained when the state of wisconsin was trying to run address checks on foreclosures. But empty houses is one of ACRON's taregets...along with the dead and elderly too. Since they are Dems, I guess some Dems would like this as it helps their candidates which of course would be a shame.
