They have not had complete control:
For most of 2001 and 2002 the Dems had the Senate. In 2001 and 2002, Democrats had the majority after Jim Jeffords left the Republican Party to become an independent
2003-2006 - Republicans controlled both houses
In 2006, the Democratic Party regained control of the House of Representatives. The Senate makeup was 49 Republicans, 49 Democrats, BUT two independents Joseph Lieberman of Connecticut and Bernie Sanders of Vermont, align themselves with the Democratic Party. So, the Democratic voting bloc has a 51-49 majority in the Senate.
THIS IS HARDLY COMPLETE CONTROL!
In ANY event - any Dem that was so damn concerned, surelty could have screamed loud enough... that they could have gotten on television and in print screaming that we were on the verge of this meltdown. NO ONE WAS DOING THAT ON EITHER SIDE. Both sides are to blame!
