Apparently you ahven ot had any econ classes, have you? For discussion of some of the different defintitons of unemployment, see here:
http://www.econmodel.com/classic/terms/ur.htm
Bottom line: France has traditionally had one of the highest unemployment rates historically in all of Europe. In the late nineties, the French unemployment rate under the "classic definition" which is a partial number was somewhere around 13%, unadjusted for part time work, discouraged workers and the such. Those under 25 was somewhere above 20% utilizing the same definition... the U-2 definition I believe... it has been a while since I studied this but I was referring to ACTUAL overall adjusted unemployment rates ...the data is out there...go find it yourself...I am sick of doing research for you people....
THE POINT is socialistic economic policies lead to high unemployment rates, less jobs and higher unemploymnet and restricts the needs of employers to funciton at optimum levels to the point where businesses go somewhere else. The quibbling of mere issues or numbers is teh typical not seeing the forestthrough the trees...Bottom line: unemployment rate was so high in France due to socialism and in aprt laziness that productivity went down so low, businesses dould not compete...thsi in turn requiredthat they put into effect mandatory maximum number of work hours so more people could work. Thsi further restricted businesses ability to operate, be productive and compete...now they are moving away from these policies and conservatism and free market theories are beginning to rebound. Here people are saying hey would like a four day work week...go ahead and see waht happens.
Okay time for baseball.
